Kraków's Clean Transport Zone (Strefa Czystego Transportu, SCT) has been in force since 1 January 2026 and covers about 60% of the city, roughly the area inside the fourth ring road. Petrol and LPG cars meeting Euro 4 or built in 2005 or later may enter, as may diesels meeting Euro 6 or built in 2014 or later. Cars with foreign plates must be registered in the system, even if they comply.
Kraków's Clean Transport Zone (in Polish: Strefa Czystego Transportu, SCT) has applied since 1 January 2026 and covers about 60% of the city, roughly the area inside the fourth ring road. Entry is allowed for petrol and LPG cars that meet the Euro 4 standard or were built in 2005 or later, and for diesels up to 3.5 tonnes that meet Euro 6 or were built in 2014 or later. Meeting one of the two criteria is enough: the emission standard or the year of manufacture.
Drivers from outside Kraków whose car does not comply can enter until 31 December 2028 by paying a fee. In 2026 it is PLN 2.50 per hour, and paying for two consecutive hours lets you drive until the end of the day. Entering without the right to do so can lead to a fine of up to PLN 500. If you are visiting in a car with foreign plates, there is one more step, explained below: the car must be registered in the SCT system.
Where does the zone apply in Kraków?
The zone covers most of built-up Kraków, roughly the area inside the fourth ring road. Mainly the outlying parts of the city are left outside it.
The boundaries are marked with D-54 signs (zone entry) and D-55 signs (end of zone), and the exact line is shown on the map published by the city. The Old Town, Kazimierz, the main railway station and most hotels are inside the zone. If you are driving to the centre, you will almost certainly enter the SCT.

Which cars can enter the zone?
The right to enter depends on the type of fuel and the emission standard or the year of manufacture. Electric, hydrogen and natural gas (CNG, LNG) vehicles may enter without restrictions under the Polish Electromobility Act.
| Type of vehicle | Emission standard | or year of manufacture |
|---|---|---|
| Petrol, including LPG conversions | Euro 4 or higher | 2005 or newer |
| Diesel up to 3.5 t | Euro 6 or higher | 2014 or newer |
| Diesel lorry over 3.5 t | Euro VI | 2012 or newer |
| Electric, hydrogen, CNG/LNG | no restrictions | |
A hybrid is assessed according to its combustion engine. A petrol hybrid, such as a Toyota Corolla or Yaris, is subject to the petrol requirements, so a car from 2005 or later is fine. Owners of older diesels have the most problems: a 2012 car with a Euro 5 engine does not comply, even though it is only just over ten years old.
Residents, visitors and the 2026-2028 transition period
The rules differ for Kraków residents and for visitors. Residents who meet the conditions of the city resolution are exempt for cars they owned before 26 June 2025, while drivers from outside Kraków with older cars pay to enter until the end of 2028.
Kraków residents, including expats
The exemption applies to people who file their Polish income tax (PIT) return with a Kraków address, for a car they owned before 26 June 2025. The exemption has no end date, but it has to be confirmed at least once a year. In January 2026 the Regional Administrative Court in Kraków annulled part of the resolution, including the definition of a resident based on registered address. The judgment is not final, the case has gone to the Supreme Administrative Court, and the city has announced changes to the resolution. If you live in Kraków and have an older car, follow the announcements of ZDMK, the city roads authority.
Visitors: entry fees
Drivers from outside Kraków whose car does not comply can buy entry during the transition period. The rates rise each year, and paid entry is due to end from 2029.
| Year | Per hour | Daily fee | Monthly pass |
|---|---|---|---|
| 2026 | PLN 2.50 | 2 consecutive hours (PLN 5), valid until the end of the day | PLN 100 |
| 2027 | PLN 2.50 | PLN 15 (6 consecutive hours) | PLN 250 |
| 2028 | PLN 2.50 | according to the resolution | PLN 500 |
| from 2029 | entry only with a compliant car | ||
You pay the fee in the SCT system at sct.zdmk.krakow.pl, in the mKraków app, or in person at the ZDMK office at ul. Centralna 53 and at the Paid Parking Zone office at ul. Reymonta 20. The amounts for 2028 and the rules after that may change following the Supreme Administrative Court ruling and the amendment of the resolution.
Exemptions from the entry ban
Apart from residents, the resolution exempts several groups of drivers and vehicles. Some exemptions have to be registered in the system.
- People with disabilities who hold a parking card, for one vehicle.
- Patients receiving specialist publicly funded treatment, such as dialysis or chemotherapy. The visit has to be registered in the system and confirmed on site.
- Historic vehicles entered in the register by the regional monuments conservator.
- Special-purpose vehicles, such as campervans and food trucks, once registered in the system.
- Emergency and public service vehicles listed in the act, including the police, fire brigade and rescue services.
Enforcement and fines
Entry is checked by cameras that read number plates and compare them with the SCT database, and the municipal police and the police carry out roadside checks. Entering with a car that does not comply and has no paid fee or exemption can lead to a fine of up to PLN 500.
In the first weeks of 2026 the municipal police carried out about 500 random checks, mainly near the city boundary, and most ended with a warning. Do not assume this will continue. An SCT sticker is not compulsory in Kraków, because the system is based on number plates, but you can buy one.
How to check whether your car complies
The simplest way is to enter the registration number in the search tool at sct.zdmk.krakow.pl. Polish-registered cars that comply are added to the system automatically, so their owners do not need to do anything.
- Check the year of manufacture in the registration document. Petrol cars from 2005 or later and diesels from 2014 or later comply without checking the emission standard.
- If the car is older, look for the Euro standard in the certificate of conformity (CoC) or ask an authorised dealer. Some cars built in the year before the cut-off already meet the higher standard.
- A car with foreign plates has to be registered by the driver, even if it complies. You need a scan of the registration document and the make, model, year of manufacture and emission standard.
- If in doubt, ask at an SCT service point, for example the ZDMK office at ul. Centralna 53, the city council offices or the P+R Górka Narodowa terminal.
Three typical cases
The rules are easiest to understand through examples of drivers coming to Kraków from the surrounding area or from abroad.
- A 2012 Euro 5 diesel, driver from Wieliczka: the car does not comply. In 2026 a full day of entry costs PLN 5, in 2027 PLN 15, and from 2029 the car will not be allowed in at all.
- A 2006 petrol car, driver from Tarnów: a car from 2005 or later is enough. A Polish-registered car is in the system automatically, so nothing needs to be registered or paid.
- A tourist from Germany, 2018 petrol car: the car complies, but it has foreign plates, so it must be registered in the system before entering. A scan of the registration document is needed for the registration.
Visiting Kraków: when is a rental car the simpler option?
For a visitor arriving by plane or train, a rental car avoids the registration step entirely. A compliant car with Polish plates is in the SCT system automatically, so the renter does not need to register or pay anything.
The models we give as examples of our classes, such as the Toyota Yaris Hybrid and the Toyota Yaris Cross Hybrid, are petrol hybrids built in recent years that comfortably meet the petrol requirement. We confirm that the specific car complies with the SCT rules when you book.
Examples of costs at ANSCars
- A few days in Kraków in a small car: class B, for example a Toyota Yaris Hybrid or similar, PLN 177 per day on a 1-3 day rental, with insurance (OC, AC, NNW) and 600 km per day included.
- A week: class B, for example a Toyota Yaris Hybrid or similar, 7 days for PLN 1,056.
- A month or longer, for example while settling in as an expat: for 30 days or more we prepare an individual quote. For reference, 29 days in class B cost PLN 3,480, with 2,500 km included.
All the classes are shown on our fleet page, current rates for every class are in the price list, and you can send an enquiry through the booking form.
The zone, parking and driving from the airport
The paid parking zone lies entirely inside the SCT, so a driver from outside Kraków with an older car pays for entry and again for parking. These are two separate charges collected by different systems.
Kraków Airport (Balice) is outside the city limits, but the road to the centre passes through the zone. If you collect a car at the airport, see our page on Kraków Airport car rental and our guide on getting from the airport to the city centre. Before parking in the centre, read the rules in our article on parking in Kraków (in Polish).
Frequently asked questions
Can a hybrid enter the Kraków Clean Transport Zone?
Yes, if it meets the requirements for its combustion engine. A petrol hybrid must meet Euro 4 or have been built in 2005 or later, so practically every hybrid on the market complies. A diesel hybrid must meet Euro 6 or have been built in 2014 or later. Fully electric cars may enter without restrictions.
Can a car running on LPG enter the zone?
Yes, a car with an LPG conversion is treated as a petrol car. It may enter if it meets Euro 4 or was built in 2005 or later. Converting an older car to gas does not change its emission standard, so a 2003 petrol car with LPG still needs a fee or an exemption.
Do I have to register a foreign-registered car?
Yes. A vehicle with foreign plates has to be registered at sct.zdmk.krakow.pl even if it complies. You need a scan of the registration document and the make, model, year of manufacture and emission standard. Polish-registered cars that comply are in the system automatically.
How much does a single entry cost in 2026?
In 2026 a driver from outside Kraków whose car does not comply pays PLN 2.50 per hour. Paying for two consecutive hours, that is PLN 5, lets you drive in the zone until the end of the day. A monthly pass costs PLN 100. In 2027 the daily fee rises to PLN 15 and the monthly pass to PLN 250.
Does a rental car need to be registered in the zone?
A compliant car with Polish plates is added to the system automatically, so the renter does not need to register or pay anything. This also applies to rental cars. At ANSCars we confirm that the specific car meets the SCT requirements when you book.
What happens after 2028?
Under the current resolution, the transition period for drivers from outside Kraków ends on 31 December 2028. From then on only compliant cars and exempt vehicles may enter. The rules may still change once the Supreme Administrative Court has ruled and the resolution has been amended.
